WebToken Tool is free and very easy. That's how I make all of my tokens. The transparencies used in the Adventurer Avatars pack of circular tokens I created were accomplished by creating an image on a single layer without a background layer in Photoshop and then saving it in a PNG format. I'm guessing that the hash is confusing the "tint_color" option, but a pipe doesn't work either.
