Just to confirm the tank is not filling up via the mains feed/ball valve and not through expansion via the vent pipe. It's back flowing with warm/hot water back up the outlet. You need to provide space for that extra water by preventing the ballcock overfilling the header tank. It might be that an over-specified pump is the root cause, but you can probably make compensating adjustments in the header tank.

You need to make sure that the vent outlet is min 450mm vertical from the top of the hot water storage tank to allow for expansion.
