If you want 1440p, get at least a 32" for that 60-70 cm distance. The best visual acquity of a 27" 1440p without scaling windows would be roughly ~50cm or less.

At 100% scaling the icons and text are too small, really buggy at 125% on windows 10 though, some stuff just gives me blurry text and I need to manually override DPI scaling on nearly every application to fix it.
